The one with milk will have a weaker taste than the one without milk.

They would be the same strength technically speaking, if the water in the black is the same volume as the one with milk added. The milk is used as a coolant or to make the tea creamier [traditionally, you might have put cream in if you were rich] the reason you put milk in last is that the molecules of milk are larger than that of water, so fermentes slower, and the tea woild also be cooler.

As well, maids have played very few significant parts in history, some of the more notable being when they were trained as body guards to protect the house owner, a Japanese story I believe. Maids rarely held any realistic power in a household, meaning they would not be entrusted with 'specialties', and should a maid have any real talents, they would employ them rather than working as a maid.

I dislike the fact that you see your anime/manga/whatever as more realistic than traditional story and legend; never once have I heard of a time stopping maid who throws knives.
