The argument is that if he can donate blood successfully, it'll be a good indications that he'll be able to stand getting a tattoo

One has to disagree. I don't think the sensation of having a tattoo can be compared to injections, the vibration of the needle on the epidermis only gets under that first layer, through the "dead" layer, where as a needle has to pass the living sections too. Not arguing your point, I just personally think they are two totally different things entirely.
